A senior councillor has publicly acknowledged that Lincolnshire County Council made a critical error in Spalding’s town centre parking signage—leading to unjust fines being levied against drivers.

Chairman of the Spalding Town Forum, Rob Gibson (Reform UK), who also serves as the deputy leader of Lincolnshire County Council, revealed during a meeting on September 30 that signs had been put up stating “no parking allowed all day.” This wording contradicted the town’s longstanding Traffic Regulation Order (TRO), which prohibits parking only between 10am and 4pm.

“The signs are now up but the county council has made a mistake and the signs say no parking full stop—24 hours a day,” said Cllr Gibson. “Anyone who has received a fine after 4pm, it will be voided. The county council is now working to correct its mistake.”

The TRO has been in place for decades but has rarely been enforced. Two years ago, local input was sought, and most residents backed restrictions that would see the town centre car-free during peak hours. The aim was to balance demand for shopping access with a desire for a less congested, more pedestrian-friendly high street.

Despite clear intentions, the incorrect signage caused confusion and frustration among motorists who unwittingly parked after official hours and were subsequently fined. “It’s not what we asked for,” said Cllr Gibson, confirming that only parking between 10am and 4pm should be off-limits. Residents who were fined after 4pm can expect their penalties to be automatically cancelled as the council urgently works to replace the misleading signs.
